Even though you provide your IT staff with training on the methodology, training on the tools, access to reference materials and guidelines and standards on using the process and tools, they will still be left with questions and uncertainties on how to apply all this new information to improve the quality of their projects. They will need some one-on-one guidance, encouragement and reassurance that they can succeed by employing the process and tools to reduce risk. There will also need to be some oversight to ensure the methodology is being applied to system development projects consistently and uniformly.
